What is CSOS and Why Am I Paying a CSOS Levy? | FMS Property Managers | Faircape Group

If you live in a sectional title scheme, you might have noticed a line item on your levy statement called the CSOS levy, but what exactly is CSOS, and why are you paying it?

Who is CSOS?

CSOS stands for the Community Schemes Ombud Service, an independent body set up by the South African government to provide dispute resolution and guidance for all community schemes. This includes sectional title schemes, housing cooperatives, homeowners’ associations, and other community schemes across South Africa.

CSOS is there to ensure fairness, protect the rights of residents, and help manage conflicts that can arise in shared living environments, as per the Sectional Titles Schemes Management Act (STSMA) 8 of 2011. The body makes resolving disputes straightforward, often without the need for legal action, which can save time, money, and stress.

What Types of Issues Does CSOS Handle?

Conflicts can arise at any time in any community, and CSOS is equipped to step in when matters become difficult to resolve internally. These could include disagreements over levies or special levies, disputes about common property such as parking bays or gardens, noise complaints, or conflicts involving trustees and managing agents.

By offering a neutral and accessible platform, CSOS allows these disputes to be resolved fairly, saving both time and money while reducing the stress that usually comes with legal action.

Why Am I Paying a CSOS Levy?

The CSOS levy is a small monthly contribution collected from all owners in a community scheme. It is capped at R40 per month per unit, and these funds are pooled to ensure that CSOS can continue to operate.

This contribution enables CSOS to provide affordable dispute resolution services, guidance on governance and compliance, and support for trustees and bodies corporate in running schemes effectively. While it may seem like another line item on your levy statement, it’s best thought of as peace-of-mind insurance. For a relatively small amount, you have access to a trusted authority ready to assist when challenges arise.
